“Knowledge is power. Information is liberating.” Kofi Annan An effective democracy requires citizens who are both engaged and informed. For citizens to participate meaningfully in government, both directly and through their elected representatives, they need accurate information to understand the issues. In healthy democracies Access to information promotes that understanding. The control of information is regulated for the common good and citizens have the means to find information held by their government. But how well is Access to Information really working?
