Presented by Charles Plante, Policy Director, Upstream: Institute for a Healthy Society Comprehensive Poverty Reduction Strategies (CPRS) have become a central pillar of poverty policy in Canada. Since Quebec’s Act to Combat Poverty and Social Exclusion in 2002, all except two Canadian provinces have committed to adopting CPRS. Do CPRS actually reduce poverty? Or are CPRS just window dressing for extant provincial policy approaches, some effective and others not? This presentation introduces a framework for evaluating CPRS in Canada, and presents early efforts at evaluation. In addition, Charles will also provide updates on two other projects that are nearing completion, the Poverty Costs Final Report and the tentatively titled One Regime or Many? Social Policy and Welfare Outcomes in Canada’s Four Major Provinces.
