Presented by Peter Neary, Professor Emeritus and Adjunct Professor, Department of History, University of Western Ontario Soon after the Second World War started, Ottawa public servants began planning for the return of peace. In December 1939 a cabinet committee on demobilization and rehabilitation was formed, and on 1 October 1941, PC 7633 laid the foundation for a comprehensive benefit package for those serving in military uniform. As plans became reality, individual and institutional lives were transformed by a public policy initiative of unprecedented magnitude. The public servants who fashioned and directed all this paved the way to the golden future time of the 1950s, when Canada leaped forward economically.
