This seminar considers the purpose of documents generated within and for government, and the use made of them by scholars. In his address Dr. Hillmer draws on his work on O.D. Skelton – the subject of a soon-to-be-released book with the University of Toronto Press – who generated many such documents that are regularly used by historians, political scientists, lawyers and others to answer their questions. The question posed here is whether sufficient care is taken to consider context and motivations when using such records? Dr. Norman Hillmer’s many books and numerous articles concentrate on themes in international affairs, politics, and conflict, and he is a former co-editor, with Margaret MacMillan, of the Canadian Institute of International Affairs publication, International Journal. Professor Hillmer’s full-scale Skelton biography, O. D. Skelton: A Portrait of Canadian Ambition, will be published by the University of Toronto Press in the spring of 2015.
